There is a perception that Tanzania is safer than kenya. This has been fuelled by multiple high profile incidents which have scared tourists. i.e the Ducit attack, Westgate mall attack, the kidnapping of tourists by pirates in the North coast and prevalent riots in the Nairobi slums.

The other reason is that Tanzania offers great packages at very affordable rates, The Serengeti (amazing), The Ngorogoro Crater (several of my former collgues rate it as one of the best places they have ever been), Killimanjaro (Mt Kenya is a great climb too, but Killi is the one everyone has heard of.), Zanzibar (Beaches, culture and nightlife. It just has a better reputation than Mombassa).
